FBR Digital Invoicing in Pakistan: Complete Guide (2026)

Everything you need to know about FBR Digital Invoicing compliance, from registration to real-time submission and the 72-hour correction window.

FBR Digital Invoicing requires sales-tax registered businesses in Pakistan to send invoice data electronically to FBR, in real time, through the Digital Invoicing API run by PRAL (Pakistan Revenue Automation (Pvt.) Ltd). Every invoice carries seller and buyer details (NTN or CNIC), HS codes, unit of measure and tax values. FBR validates the invoice and returns the FBR invoice number, from which the QR code is generated. A submitted invoice can be edited or cancelled on IRIS within 72 hours.

What You'll Learn

Who Must Comply with FBR Digital Invoicing?

Digital Invoicing is governed by the Sales Tax Act 1990 (sections 23 and 50) and Chapter XIV of the Sales Tax Rules 2006 (electronic invoicing), notified through SRO 69(I)/2025. Integration deadlines were phased by taxpayer category under SRO 709(I)/2025 and later FBR extensions. Whether your business must integrate, and by when, depends on your business category and the latest FBR notification.

FBR Compliance Deadlines

FBR has phased the integration deadlines by taxpayer category under SRO 709(I)/2025 and has extended them more than once. There is no single date that applies to every business.

Important: Your deadline depends on your business category and the latest FBR notification. Check FBR circulars and SROs, or our FBR Notifications page, before relying on any date.

PRAL Sandbox to Production: Step-by-Step

PRAL provides a sandbox environment for testing and a production environment for live invoices. A business must pass the sandbox test scenarios before it receives production access. The steps are:

Step 1: Enrol on IRIS and Get the Sandbox Token

Enrol for Digital Invoicing on the IRIS portal under your own NTN and sales tax registration. PRAL issues a sandbox token for your business. There is no separate test NTN; the sandbox uses your real registration with test data.

Step 2: Connect Your Invoicing Software

Enter the sandbox token in your invoicing software (in FinSmart, the token is stored for your business and used only on the server). Log in in sandbox mode and create a test invoice to confirm the connection, validation response and FBR invoice number flow.

Step 3: Pass the Sandbox Scenarios

PRAL defines 28 test scenarios, SN001 to SN028, covering standard-rated, reduced-rate, zero-rated and exempt supplies, registered and unregistered buyers, withholding, FED and other cases. The scenarios you must pass depend on the business nature and sector set in your IRIS profile. FinSmart supports all 28.

Step 4: Validate and Review FBR Responses

Use the validate endpoint before each submission. FBR returns numeric error codes at invoice level and item level (for example 0027 or 0077). Fix the data and validate again until the invoice passes.

Step 5: Receive the Production Token

Once the eligible scenarios have passed, the production token is issued through IRIS/PRAL. Enter it in your software and switch to production mode. In FinSmart, sandbox and production have separate invoice numbering, and every production submission asks for confirmation.

Step 6: Go Live and Monitor

Issue live invoices. Check the FBR status of each invoice, keep the FBR invoice number and QR code on the printed invoice, and verify submitted invoices on IRIS. Keep the FBR request and response logs for audit.

Required FBR Digital Invoice Fields

The PRAL Digital Invoicing API accepts an invoice header with seller and buyer details and a list of items. These are the fields it uses:

Seller Information

  • Seller business name
  • Seller NTN or CNIC
  • Seller province
  • Seller address

Buyer Information

  • Buyer business name
  • Buyer NTN (7 digits) or CNIC (13 digits); FTN for government and withholding-agent buyers
  • Buyer registration type: Registered or Unregistered (checked through FBR's registration-type service)
  • Buyer province
  • Buyer address

Invoice Header

  • Invoice type (Sale Invoice or Debit Note)
  • Invoice date
  • Your own invoice reference number
  • Scenario ID (sandbox only)

Invoice Items (per line)

  • HS code (8-digit Pakistan Customs Tariff code)
  • Product description
  • Sale type (from FBR's sale type list)
  • Unit of measure (from FBR's UoM list for that HS code)
  • Quantity and rate
  • Value of sales excluding sales tax
  • Sales tax applicable
  • Further tax and extra tax, where applicable
  • FED payable, where applicable
  • Sales tax withheld at source, where applicable

  • FBR invoice number for a valid invoice
  • QR code, generated from the FBR invoice number and printed on the invoice

The 72-Hour Correction Window

Under the FBR Digital Invoicing user manual, a submitted invoice can be edited or cancelled on the IRIS portal within a limited window. The rules are strict.

Key Rule: Edit or cancel within 72 hours of submission or by the end of the month, whichever comes first. The window runs from the submission time, not the invoice date.

What Can Be Changed?

Correction Process

  1. Identify the error: Compare the submitted invoice with the goods actually supplied.
  2. Log in to IRIS: Open the submitted invoice in the Digital Invoicing section of the IRIS portal.
  3. Edit or cancel: Correct the item details once, or cancel the invoice, within the window.
  4. Keep the FBR invoice number: The number and QR code do not change. In FinSmart, a submitted production invoice cannot be edited or deleted; the change is made on IRIS.
  5. Update your records: Reflect the change in your accounting records and the monthly sales tax return.

FBR Penalties and Non-Compliance Consequences

Failure to integrate, or issuing invoices outside the Digital Invoicing system once your category is in scope, is an offence under the Sales Tax Act 1990.

Important: Penalties are set out in Section 33 of the Sales Tax Act 1990. They include monetary penalties and, for persons who fail to integrate, sealing of business premises. The amounts are revised by Finance Acts; check the current text of Section 33 rather than relying on a fixed figure.

What Non-Compliance Can Lead To

How to Stay Compliant

Simplify FBR Compliance with FinSmart

FinSmart validates invoices against FBR reference data, checks buyer registration type in real time, looks up HS codes and units of measure from FBR's lists, submits through the PRAL API, and keeps the FBR invoice number and QR code on every invoice.
